City Council – Meeting Highlights from October 12, 2017

New President
District 2 Council Member Mark Russell was honored early in Thursday’s Huntsville City Council meeting with his 15-year pin for service to the City. Then at meeting’s end, he was elected as the Council President. It will be his tenth term in that role.
Dr. Jennie Robinson, the District 3 representative and outgoing president, will serve as president pro-tem. Bill Kling of District 4 will again serve as third presiding officer.
Council members serve on various City-related boards. Russell will continue to serve on the Historic Preservation Commission, Robinson will serve on the Planning Commission and District 5 representative Will Culver will be on the Cummings Research Park Board.
Parking
Approval was given to enter into an agreement with PassportParking, Inc., to provide software to enable smartphone and mobile web payments for parking by meter in downtown Huntsville. Users may download an app that enables them to store their credit card and license info on their smartphones, then enter the meter number and time desired, avoiding the need for coins (though meters will continue to accept coins).
MidCity
The City will enter into an agreement with Miller & Miller, Inc., for improvements at the MidCity development. The work will include lighting, landscaping, irrigation and other work on the west end of the development that will continue to be owned by the City of Huntsville and serve as a green space and park.
Police
Huntsville Police Officer Joel Stephens was presented a Meritorious Service Medal by Chief Mark McMurray. On Aug. 5, Officer Stephens was at a movie theater when he recognized the sound of gunfire. He performed a lockdown in the theater to keep patrons sheltered. He then went outside where he discovered a victim bleeding severely. Stephens applied a tourniquet that saved the victim’s life. The incident was the result of a fight between two juveniles.
Appointments
Philip W. Bentley III has been reappointed to the Madison County Airport Authority by Council Member Will Culver for a term to expire Oct. 23, 2023.
Upcoming
The BIG Picture will hold a meeting at Cooper House on October 17 at 6 p.m.
The next City Council meeting will be Thursday, Oct. 26.
